Abstraksi Narasi : Performance measurement system is an assessment tool, which assesses strategy implementation through financial and non-financial measures. Budget is one of the financial measures used to assess strategy implementation. It is a primary instrument of many function of decisions, which is used as a tool to achieve organization goals. Public sector management has to fulfil vertical and horizontal accountability. To have a deeper understanding pertains to performance measurement system and local government budgetary management, this study assessed the existing performance measurement system and local government budgetary management in six municipal/districts. The result showed that the existing performance measurement system is an improrer management tool, and that accountability of local government budgetary management is dominated accountability rather than horizontal accountability. It is suggested that each municipal/district should have its own reveue indicator and saving, increase its cost awareness and health and eucation sector development budget, implement New Public Management, and reform its responsibility system from vertical accountability to horizontal accountability.

Abstraksi Narasi : This study examines whether the changes in the financial statements and dividends can together provide a better information transmittal system to deliver missing private information on the firms using Indonesian firms as the sample. In doing so, this study consider three components in evaluating the dividend signaling theory: the expected content favorableness, the sign of dividend change, and the role of dividend signal. The finding shows that in Indonesia, the market reactions to the dividend announcements depend on the role of dividend signals, whether it is confirmatory, clarificatory, or unclear. The other finding shows that this market is more concern to the content expected favorableness rather than to the dividend sign.

Abstraksi Narasi : The true way to determine some projects that can maximize the value of a firm under capital rationing is to make all possible combination of the projects. The firm should choose the best combination of projects subject to available budget that can increase the highest value, i.e. net present value, which is the difference between the discounted cash inflows and cash outflow (s). Although the method is right, a firm that has some projects will deal with hundreds, thousands, or even millions of possible combinations, which can be calculated by 2n, where n is the number of projects. Thus, an efficient method should be developed to find some project proposals, which can increase objectively the value of a firm. The method utilizes the feasible range and the dominant matrix to determine the optimum solution and to minimize the computational efforts under capital rationing. In this study, eight cases are tested using a presented algorithm. The results show that the method used in this study saves much time in dealing with the data set. It means that the method is efficient to minimize the computational efforts. On the other hand, after comparing with two other methods commonly used, i.e. profitability index and net present value, all of optimum solution set of eight cases tested by the algorithm show that the method always displays a consistent result : the first rank and the highest net present value.

Nomor Halaman : 227-236
Abstraksi Narasi : From practical point of view, Price-Earnings (P/E) ratio is one of numerous important aspects to consider. Analysts, investors, and traders in stock markets use P/E ratio -- together with other information -- in analyzing the past performance, and predicting the future prospect of securities in the market. However, noting its importance, there are some significant disagreements among researchers regarding the ability of P/E ratio in providing "correct information" about the future return of company stocks. One of the topics under discussion is about the presence of so-called low P/E effect, which hypothesizes that high P/E will be followed by low returns and low P/E will be followed by high returns. This study, by repeating partially Johnson et al. (1989) procedures, was trying to confirm the low P/E effect hypothesis in Indonesian market. The study involved 267 stocks listed in Jakarta Stock Exchange in the sample frame and selected the period of 1994-2000 as the focus of analysis. The study also has an intention to investigate whether there was a structural change in return-P/E relationship from the pre-crisis period (1994-1996) to the crisis period (1998-2000). The procedure of analysis was divided into two sections. In the first section a descriptive macro (market) analysis was presented, to test the hypothesis at the market level. It started with an overview about the fluctuation and trend of market P/E ratios during the period of 1991-2000, and followed by investigating the relationship between market P/E and the following returns. A regression analysis was also performed to strengthen the analysis from statistical point of view. In the second section, analysis is more directed to the portfolio level where the portfolios were ranked according to their P/E ratios. The study was concluded with a main finding that does not support the low P/E effect hypothesis.

Abstraksi Narasi : A paradigm influences what we see and conceive about certain facts. Paradigm can also influence what we accept as a truth. Yet, the debate over which paradigm and methodology is best suit for marketing and consumer behavior has begun since 1980s. Many researchers criticized the domination of logical empiricism paradigm and offered alternative paradigm to understand marketing and consumer behavior. This article discuss several paradigms and methodology, which are part of qualitative paradigm, and compares them with positivism paradigm. This article will also point to the importance of reconciliation between qualitative and quantitative paradigm in order to improve marketing and consumer behavior studies.

On Pursuing Project Success: An Exploratory Study on the Balancing Strategy and Tactics in Construction Projects

Nomor Halaman : 177-204
Abstraksi Narasi : This study investigates the dual importance of the balancing strategy and tactics dimensions in project success. It uses a replica study of Pinto and Slevin and also Pinto and Covin`s concepts of critical project success factors of their researches in 1987 and in 1989 with a modification. The project sample is construction projects. All projects are executed in Jogjakarta, Indonesia. The big construction firms in Central Java handle the projects. They have started to apply for the certificate of ISO 9001/9002. Therefore, in the project implementation, they have to implement some quality principles (such as TQM) in order to achieve total client or stakeholder satisfaction. In this study, clients and project managers are chosen as the representative respondents. The questionnaire is distributed to clients and project managers of the projects. The number of selected projects was 13. The average number of the clients who were actively involved in one project was 5. The frequency rate for response was 50 (83.3%). The average number of project managers as the respondents for one project was 5. The frequency rate for response was 57 (81.4%). These response rates were good because the questionnaires were collected immediately after they were completed (an interview research methodology). The research outcome showed that some independent variables of critical success factor become the determinants for project success with strategy and tactics dimensions. Project mission, client satisfaction, and client acceptance variables were significantly affecting the project success with the strategy dimensions. Meanwhile, schedue, technical task and communication variables were significantly affecting project success with the tactics dimensions. It was proven that top management, monitoring and feedback and trouble shooting variables, were insignificantly affecting project success with the tactics dimensions. Based on the Pinto and Slevin`s strategy/tactics effectiveness matrix, projects are in the Cell4. It means that the project strategy is effectively developed but subsequent tactics are ineffective (inefficient). The researchers would expect projects in this cell to have a strong tendency toward `errors of inaction` such as low acceptance and low use by clients for whom projects were intended (potential for type I error--not taking an action when one should be taken and type IV error--addressing the right problem, but the solution is not used or effective but not efficient). On pursuing project success, it is important to make strategy and tactics working together--effective and efficient. In addition, enterprise project managers should consider to implement the Big Q paradigm. The Big Q paradigm (the Trial and Success of TQM) is a vigorous rebirth of quality ideals and trial and success methods, as these are applied with even greater passion and commitment than often was the case of the TQM failure in the past. In addition to adopting the Big Q paradigm, Project Success or Enterprise Project Management (EPM) needs the integration between TQM and Reengineering approaches into a Total Quality Program Management (TQPM) model. This integration approach or a TQPM model requires significant project organizational system, cultural, and behavioral changes to be successful.

Abstraksi Narasi : Since early New Order, Japan and other Asia Newly Industrializing Countries have become the most important source countries of foreign direct investment (FDI) in Indonesia. While Japan was in the top rank of the Top Ten Investors during 1967-1999 in the cumulative of realized projects and values, South Korea emerged as the second most important investors regarding the cumulative number of realized projects. In 1990-1998, the cummulative of total approved values of South Korean FDI reached nearly one third of Japanese FDI`s in the same period. It is interesting to know that according to Extended Dimension of Kojima Hypothesis, Japanese FDI in 1990s has characteristics similar to developed countries FDI while South Korean FDI in 1990s has characteristics similar to Japanese FDI when Japan was still a developing country. The characteristic differences may give different impact and benefit to their technology and trade performances in the host country. This study examined what similarities and differences exist between South Korean and Japanese FDI in Indonesia`s textiles industry in 1990, in terms of their investment characteristics. Investment characteristics involve technology level, trade dependencies and orientation, investment contribution, investment size, ownership distribution, subindustry distribution and employment generation. This study was aimed to look at whether South Korean and Japanese FDI characteristics in Indonesia`s textiles industry in 1990s fit with Extended Dimension of Kojima Hypothesis. Comparative analysis was used as a means to examine the industry level and the firm level data of 17 Japanese FDI and 35 South Korean FDI in Indonesia`s textiles industry (including garment). This present study found that, in technology performances point of view, Japanese FDI showed higher labor productivity, skill intensity and capital intensity than that of South Korean FDI. In trade performances point of view, Japanese FDI`s export and import proportions were lower than that of South Korean FDI. South Korean FDI was more dependent on foreign market and foreign raw material compared to Japanese FDI. These findings indicate that Japanese FDI used relatively higher technology level than South Korean FDI and had less trade motivation both in export and import. On the other hand, South Korean FDI used relatively lower technology level than Japanese FDI and had more trade motivation than Japanese FDI. The other findings reveal that though South Korean FDI had a relatively smaller investment value per project, it had generated more employment than Japanese FDI. Ownership distribution showed that both South Korean and Japanese FDI tended to invest with majority-owned status as the first preference. Wholeowned status was the second most preferred status for South Korean FDI while Japanese chosen minority-owned status. The findings of this study clearly supports Extended Dimension of Kojima Hypothesis that in 1990s South Korean FDI characteristics reflects developing country FDI and Japanese FDI characteristics reflects developed country FDI.

Abstraksi Narasi : This article describes an investigation of consumer behavior, especially learning behavior, in a higher education institution. Bagozzi-Warshaw model (1990), also called the theory of trying, was used as the main reference in the research. Salient modal beliefs have been developed. The model includes such variables as trying, itention to try, frequency, recency, attitudes towards trying, subjective norms towards trying, attitudes towards success in trying, expectation of success, attitudes towards failure in trying, expectation of failure, and attitudes towards process of trying. Using a hierarchical regression method, this research supports the predictive power of the independent variables to trying as the dependent variable. One issue concerning with two identical variables, i.e. frequency and recency in Bagozzi-Warshaw Model and perceived behavioral control in the theory of planned bahavior (Ajzen 1985) has been analyzed.
