| Abstraksi Narasi | : | `It was the best of times. It was the worst of times`. So reported Dickens on European events at the end of the 18th century. `Prospects for 1981 are bright` enthused one commentator, while another lamented `Indonesia`s economy in 1981 will be more gloomy`. This discrepancy of opinion reflects some of the difficulties of assessing Indonesia`s current prospects. Yet most indicators suggest that Indonesia finds itself at the beginning of 1981 in a Panglossian `best of all possible worlds` - in a situation which would be the envy of most developing countries. Mid-way through its Third Five Year Plan, Repelita III, the Indonesian economy appears ready for an enhanced growth rate. The year 1979 was disappointing, reflecting as it did a period of uncertainty following the 33 per cent devaluation of November 1978. Compared with the real GDP growth rate of 4.9 per cent in 1979, the 1980 rate improved to 7.1 per cent (which would indicate a per capita growth rate of five per cent). The more favourable outcome in 1980 may be attributed to increased domestc activity, improved terms of trade, and to the stimulus of an estimated 1980/1 surplus in both the overall balance of payments ($2.7 billion) and the current account 9$0.9 billion). The latest GDP statistics are presented in the Appendix. It is wortly of note that the manufacturing sector in 1980 resumed its strong growth rate (11.6 per cent) following the ratherdepressed year of 1979 when , consequent upon devaluation, the manufacturing growth rate slipped sharply below the 1978 figure. Perhaps partly for this reason, the share of gross investment in GDP has not risen further over the past six years but remains at about 20 per cent. |

| Abstraksi Narasi | : | In late 1980 most economic indicators suggest that the Indonesian economy is in an unusually healthy condition. Growth which became sluggish in the aftermath of the November 1987 devaluation is expected to accelerate in 1981. A large part of this is due to favourable movements in Indonesia`s external terms of trade, most notably rising oil prices. Indeed, the prices of most of Indonesia`s major exports have risen in the past year of so, more than compensating for stagnant or reduced production of oil and several other export commodities. This has produced a record balance of payments surplus and rapidly growing foreign exchange reserves. Paradoxically despite rapidly growing money supply through 1980, the rate of increase of the consumer price index continued to fall. Finally, 1980 was an auspicious year for rice production. A record rice crop has generated hopes, almost certainly premature, that Indonesia will soon become self-sufficient in rice. The reasons for this significant increase in rice production are discussed in detail in this survey. In several respects, 1980 was a year of good fortune, but the favourable economic developments were not all simply to good luck. The rice crop, in particular, although benefiting from favourable climatic conditions, also reflected substantially increased fertiliser use and the dramatic dissemination of a single pest-resistant, fertiliser-responsive and high-yielding variety of rice, IR 36. On the other hand, it seems likely that, in some areas at least, the good luck will not last. In particular, increased inflation in 1981 seems likely unless the present rate of growth of liquidity is curtailed. Also, the coincidence of the prices of several of Indonesia`s major export commodities rising simultaneously cannot be relied upon in the future. Events in the Middle East virtually ensure that petroleum prices will remain buoyant, in the short run at least, but the rapid growth of domestic consumption of petroleum products casts a shadow over the medium-term prospects for Indonesia`s oil exports. The prospects for continued expansion of rice production over the next few years seem good, although the rate of growth will almost certainly not match the experience over the last two years. The apparent vulnerability of Indonesia`s rice crop, now heavily dominated by IR 36, to insect attack gives grounds for concern. Severe losses could be incurred if a new pest, adapted to IR 36, should appear. |
