| Abstraksi Narasi | : | It has been argued that the share of the rice crop which is paid to harvesters under the traditional harvesting system (bawon) has been regarded as common property in many parts of Java. As such, neither the person with the rights to the land on which the crop has grown, nor any harvester, had the right to exclude harvesters. The evolution of this form of property rights may have helped to attract harvesters to crops when the population was smaller, as well as providing a mechanism for the expression of concern for the less-well-of members of the community. However, with rapidly rising population and hence numbers of harvesters, such a system of property rights constains the script for its own `tragedy of the commons`. The excessive numbers of harvesters which resulted under this institution have encouraged crop owners and, at least in some areas, harvesters to limit access to the harvestable crops. One of the ways in which the externalities produced by the common property element of the harvestable crop might be overcome is to change the form of the rights to harvest. Some of the mechanisms which are used, such as tebasan, ngepak-ngedok, petok and gepyokan, privatise the rights to harvest to varying degrees. We have shown that these mechanisms are similar in principle to those which are used to limit access to commercial fisheries, one of the classical common property resources, such as licensing systems and allocating quotas to individual fishermen. The analysis based on the property rights model of the changes in the harvesting systems led to the hypothesis that the potentially valuable rights created by the newer harvesting systems might be traded. At this stage there is very limited evidence that such that such markets exist. However, there may be valid reasons why crop owners wish to bestow harvesting rights on particular individuals. The existence and extent of such markets seem worthy of investigation. We also conjectured that the common property component of the harvestable crop may help to explain the presistence of the ani-ani. As harvesting rights become more exclusive, a greter diversity of harvesting implements might be expected. |

| Abstraksi Narasi | : | How times change; recent developments have once again underlined the vulnerability of the Indonesian economy to both international and domestic exogeneous shocks. On the face of it, a sharp reversal has now occured in Indonesia`s position. There has been a marked deterioration in the balance of payments which has directly led to fiscal problems for the Government. In the budget introduced into Parliament in early January, President Soeharto called on the Indonesian nation to `pull in the belt`. And at home, the agricultural sector has been hard hit by the severe drought which affected most of the main rice growing areas in Indonesia for much of last year. The effect of the long grought has been particularly felt in the rice industry where output seems likely to fall by between 5 and 10 per cent in 1983. This survey will, firstly, outline the impact that the oil crisis and the drought is likely to have on the Indonesian economy in the short-term, and then discuss the longer-term implications of the present problems. The theme of the survey will be that while the present economic situation requires than painful adjustments be made, there is no reason to believe that the short-term difficulties will not be overcome. The most important task facing Indonesian policy-makers now is to ensure that the short-term adjustment policies chosen are consistent with the maintenance of high and sustained economic growth in the longer term. |
