| Abstraksi Narasi | : | The last Survey pointed to two areas which were of continuing concern: Pertamina`s finances, and inflation. Reports since then have revealed that Pertamina debts were substantially greater than estimated. In the light of the new information, the Government has acted determinedly to repay Pertamina`s short-term debts, untangle its financial mess, renegotiate contracts when possible, discontinue and scale down projects when desirable, divest Pertamina of activities not directly connected with petroleum production and distribution and improve Pertamina`s organisation and administrative efficiency. In spite of all these adjustments, the burden which Pertamina under General Ibnu Sutowo has thrust upon the nation is a heavy one and will significantly affect the budget, balance of payments and level of public development expenditure during the next few years. There are some slight signs that the rate of inflation is decreasing; the Government moved to slow down the rate of inflation by tighter control of money supply in 1976/7. However, it will have to contend with the expansionary effects of the projected balance of payments surplus in 1976/7 and the extension of credits by Bank Indonesia to public enterprise. Despite its slight decline in recent months, the rate of inflation continues to be higher than that of Indonesia`s major trading partners, with adverse effects on the competitiveness of Indonesian exports and imports, commented on in the last Survey. In negotiations with other ASEAN members in February and March 1976 Indonesia was unwilling to move quickly in the direction of a widespread mutual reduction of import duties. However, some agreement was reached about further steps to be taken towards closer economic co-operation among the member states. Present indications are that the rice harvest this wet season is slightly greater than the corresponding crop in 1975, but below the second five-year plan target. The Government will be prepared in 1976/77 to meet possible shortages from the large domestically procured and imported stocks it plans to maintain in its newly constructed warehouses scattered around the country. |

| Abstraksi Narasi | : | The short-term problems of Pertamina have now been successfully overcome, but the longer-term job of clarifying the financial and legal position and of reorganising both the interal and external affairs of the company is continuing. One result of the experience has been to provoke renewed public debate about the rights and obligations of government institutions and of the need for more public accountability. The impact of the Pertamina crisis on the balance of payments has become clearer too. Large inward and outward capital flows occurred during 1975/6, as Pertamina`s short-term debts were repaid and others were rescheduled, and the debt service ratio in future years will be considerably higher than expected twelve months ago. The official medium-term forecast is for the level reserver to rise steadily during 1976/7, but it seems that this improvement has been expecting. The money supply and levels of credits outstanding countinue to rise at the comparatively rapid rates recorded during early 1975. On present policies, it is difficult to see any further moderation in the rates of growth of these aggregates for the time being. One reason for this is that the fiscal policies detailed in the Budget presented to Parliament in January remain quite expansionary. Despite the tight rein on routine expenditure that were announced, development expenditure seems likely to increase rapidly. On the companies, the Government has been obliged to resort to substantial overseas borrowings in order to introduce a nominally balanced Budget. In the agricultural sector, there are early signs that the wet season rice crop may not be as good as had been hoped. Widespread flooding, extensive cloud cover and, in particular, heavy infestations of the wereng pest are reported from many areas. |
