Nomor Halaman : 87-112
Abstraksi Narasi : After the 1997 east Asia critis, central bank throughout the region tried to reduce the risk of future bank failures by promulgating regulatory reforms. The result in Indonesi have been to concentrate rather than mitigate banking risk, and to decrease the access of low income households and enterprises of formal financial service, especially on rural areas. The most severe casualties of the reform have been local government-owned microfinance institutions have functioned best, they have addressed a market failure by extending coverage to areas not served by conventional financial institution. Understanding the past perfomance and potential replication of these success stories continues to be important because of the substantial gaps that remain in he access of rural Indonesian households ang microenterprises to financial service.

Nomor Halaman : 59-86
Abstraksi Narasi : This paper reviews Indonesia's Manpower law 13/2003 and related regulations, against a backdrop of slow employment growth, bisiness concern about the legislation and government attempts to change it in 2006. the paper focuses on severance rates and dismissals, short-term contracts ang out sourcing, and minimum wages, also brievely discussing other articles, and comparing the law with those in neighbouring countries. It suggest that certain article have contributedto significantly higher wage cost and reduce flexibility in the management of labour in Indonesian's formal sector, even though compliance is bye no means universal within the privet sector. Key provisions, especially larege increase in severance rates, and need criteria imposed for the purpose of setting minimum wages, are also out of step with labour market policies in other developing countries. Circumstantial evidence suggest that these measures have adversely aggected the investment climate and damege prospect fot a recovery in emploement

On-lending in Indonesia: Past performance and future prospects

Nama Majalah/Jurnal : Bies: Bulletin of Indonesian Economic Studies
Volume / Nomor Edisi : -
Nomor Halaman : 35-57
Abstraksi Narasi : On-lending to sub-national government in Indonesia has a long and generally disappointing history. Among other noteworthy problems, an insufficient amount of funds has been channeled through the system vis-à-vis capital financing needs, and loan repayments have proved poor. Aid agencies and government have recently invested substantial resources in attempts to improve the on-lending system, the resultant newly installed regulatory framework for sub-national borrowing is, however, unlikely to improve outcomes substantially. Developing sub-national government access to private capital markets would appear to constitute the way forward, although this will not come quickly or easily. A positive step in the right direction would be for government and aid agencies to embrace the anticipated change and work together to make the transision a successful one, rather than continue to tinker with reforms at the margin of a moribund system.
