| Abstraksi Narasi | : | Fostering inigeneous (pribumi) entrepreneurs remains a major aim in Indonesia. The history of the Central Javanese batik inustry shows, however, that affirmative action programs in pursuit of that aim can be counter-productive if they undermine entrepreneurial skills-innovation in relation of product, markets, technologies and management-and instead encourage cultivation of political and bureaucratic contacts. The batik industry cloth subsidy did this by rewarding well-established and well-connected firms for continuing to do what they had long been doing, while discriminating againts new and innovative firms. On the other hand, the emergence and rapid expansion of the Balinese garment industry showed that pribumi are capable of successful entrepreneurship in a favourable environment without any extra-ordinary government assisstance. | Abstraksi Narasi | : | This paper compares the degree to which farm agriculture surpluses in pre-World War II Java and Japan were mobilised for non-agriculture investment through taxation, landlordism and private savings. It also compares government efforts in both countries to spur productivity and farm income in rice agriculture through improvement in irrigation structures and the development and dissemination of seed-fertilizer technology. The pressure of the land tax, the spread of tenant farming, and the degree to which rural savings were deposited were significantly lower in Java than in Japan. Pre-war conditions in rice agriculture were less conducive in Java than they were in Japan to the development and dissemination of seed-fertiliser technology, which could spur farm productivity and contribute to surplus mobilisation. |

| Abstraksi Narasi | : | Soedradjat Djiwandono, Governor of Bank Indonesia during the critical early months of the Asian crisis, had already written extensively on the period (including in this journal), but this book brings a more comprehensive version of his story to a wider audience. His focus is on central bank issues-the exchange rate interest rates, capital flows and the insolvency of the banking system-but as these are the defining issues of the crisis, the book provides a rare and valuable contribution to the still-incomplete history of this painful period. This review puts his account in context and offers some commentary on the issues. |
