| Abstraksi Narasi | : | An analysis of contemporay sugar trade policy in Indonesia highlights problems in the institutional framework for trade policy making. The institutions through which sugar trade policy is formulated entrench the interest of rent-seeking bureaucrats, import licence holders and traders to the detriment of consumers and downstream producers of processed products. Moreover, the resulting trade policy regime has problematic effects on sugarcane farmers. The structure of regulatory intervention is due less to democratic pressures than to the inclusion of vested mechanisms for inter-ministerial coordination and for resolving conflicting policy preferences among ministries hinders the development of coherent trade policy and obstructs reform efforts. An institutional framework that facilitates representation of all interests affected by sugar trade policies and public scrutiny of the effects of policy intervention is likely to deliver better outcomes for consumers and producers alike. |

| Abstraksi Narasi | : | The blanket guarantee introduced in 1998 in response to the emerging banking and economic crisis resulted in $50 billion of losses to the general public. The government has now introduced a law that allows the phasing out of this blanket guarantee, but also allows its reinstatement in the event of a threatened collapse of the banking system. Rather than eliminating the possibility of any repetition of the previous banking disaster , the new law efectively manates an almost identical approach to handling system-wide banking collapses in the future, suggesting that the authorities and their advisers learned very little from the recent bitter experience. It is argued here that the crucial starting point for formulating policy in this field is to specify correctly the exact purpose that government intervention is intended to serve: namely, the avoidance of major macroeconomic disruption as a result of bank failures. |

| Abstraksi Narasi | : | In the first year of their government, the joint leadership of President Susilo Bambang Yudhoyono and Vice President Jusuf Kalla is reminiscent of Indonesia`s first presidential and vice presidential team, the duumvirate is more likely to be successful than its predecessor, whose dissolution led to the overthrow of parliamentary democracy in the late 1950s. The problems that Indonesia aces today are more manageable; today`s leaders are also more compatible in policy goals and understanding of politics. Progress to date is most notable in the organisation of the government`s political power base, the policy response to the tsunami, the forging of the Aceh peace agreement, and action againts corrupt officials, while economic policy making has been less successful. |

| Abstraksi Narasi | : | With Soeharto`s demise, Indonesia gained democracy but lost effective government. A return to sustained, rapid economic growth will require an overhaul of Indonesia`s bureaucracy and judiciary which, along with the legislatures, the military and the state-owned enterprises, had been co-opted by the former president into his economy-wide `franchise` - system of government designed to redistribute income and wealth from the weak to the strong while maintaining rapid growth. This franchise has disintegrated, its various component parts now working at cross-purposes rather than in mutualy reinforcing fashion. The results has been significant decline in the security of property rights and, in turn, the continued postponement of a sustained economic rebound. To reform the civil service it will be necessary to undertake a radical overhaul of its personnel management practices and salary structures, so as to provide strong incentives for officials to work in the public interest. |

| Abstraksi Narasi | : | Telecomunications reform in Indonesia has occured in two phases. In the first, from 1989, private participation was permitted in the fixed-line sector through public-private partnership (PPP) arrangements. In the current reform phase, which began in 1999, a duopoly structure was created in fixed-line sector operations, accompanied by a pro-competitive regulatory regime. The first reform phase was not successful. This paper explains that contract-based PPP programs provided only-short-term solutions to the problem of lack of capacity. The more wideranging 1999 reforms acknowledge the importance of competition and a sound regulatory regime in telecomunications reform, but there are still limits on market entry, and the problems of lack of interconnection and network development disparities remain. |

| Abstraksi Narasi | : | This paper draws some tentative lessons for the management of Indonesia`s economy from recent political-economic history. After a brief review of the economy under the present government, the paper then puts the picture in the longer term perspective post-independence Indonesia. Some lessons are then drawn. They include the need to maintain awareness of the close connection between economics and politics, constant vigilance about economic stability and the buget, a solid economic team, a coherent overall strategy and a focus on institutions and governance. |

| Abstraksi Narasi | : | This paper examines the changing role of the central government in the final years of the Soeharto era and since 1998. It argues that although economic policy making is now conducted in a very different political climate from that to the Soeharto period, there remains a powerful institutional legacy. In addition many old problems persist. The paper examines the evolving role of the national planning process and looks at the implications of the new law on national planning, especially for the division of labour between the national planning agency (Bappenas) and the Ministry of Finance. It also looks at some ongoing problems that are central to the economic policy process: the need for civil service reform and for a stronger audit process at all levels of government, and the issue of relations between the centre and the region. |
