Abstraksi Narasi : This note discusses the preliminary results of the 2000 Population Census, and their implications for population trends. It outlines problems encountered in collecting the census data, some of which arise from census policies and pratices, and others from changed circumstances following the crisis and democratisation. It considers issues that will influence the calculation of the final estimates, highlights some surprising aspects of the results, and offers recommendations for future enumerations.

Can Indonesia Decentralise successfully? Plans, Problems, and Prospects

Abstraksi Narasi : Indonesia is engaged in an uprecedented social and economic experiment. Responsibility for much government expenditure is being the centralised, largely to local (district) rather than to provincial governments. If this process is successful, the world`s most centralised large country could become one of its most the centralised. This paper considers the issues arising as preparations for decentralisation are finalised, and as the socialisation of its plans and pratices is considered by the central government, the People`s Representative Council, the desentralised units of government, and the public. These issues were identified partly through interviews with local government officials. They include policy and administrative matters yet to be resolved, such as local budgeting, financial management and auditing practices, personnel decentralisation, local taxation, borrowing by local governments, and the match between revenus and expenditures. A major theme is the importance of a continuing national and local discussion on the goals and processes of decentralisation.

Abstraksi Narasi : During 1999-2000 Indonesia pursued many anti-corruption reforms but appeared to achieve little success in reducing the level of corruption, which remained a high profille problem in all branches of government. This article summarises the reform initiatives carried out since 1998 and offers an explanation for their very limited success. Obstacles to reducing corruption in Indonesia include the economic and political constraints facing the current government and the antrenched nature of corruption. The content of the reform program itself may also contribute to the persistence of the problem. The program consists primarily of moves to introduce monitoring and sanctioning mechanisms that are external to particular government organisations. Internal refoms that aim to improve organisational self-discipline have received much less attention. The reform program may thus be inherently incomplette.

Abstraksi Narasi : Indonesia cotinued to struggle with institutional change and political uncertainty in recent months. President Abdurahman Wahid delegated some responsibilities to Vice President Megawati Sukarnoputri, but subsequently appointed a new cabinet that consisted primarily of people close to him, making many wonder if he had really given up any power. The killing of UN personnel in Atambu, West Timor, led to renewed pressure on the government to rein in the militias operating there. The president also tried to increase his control over the military, the police and the judiciary, with mixed results. The economy continued to recover, with the annualised growth rate in the first half of 2000 reaching 4,6%. This growth was fuelled largely by exports and fixed invesment, which markedly increased their shares of real GDP. Consumption also remained robust. If the recovery of fixed investment can be subtained, the economy could grow 5% or more for the year. There is some concern that the money supply is expanding faster than desired, and inflation accelerated in the third quarter. The fuel price increase in October will also lead to higher prices, but the annual inflation rate is likely to be 8% or less. The large domestic debt burden incurred in recapitalising the banks will raise expenditures significantly, and increased revenue sharing will reduce central government revenues from the 2000 and 2001 budgets. Finding the finance for related deficits is the major macroeconomic challenge for the government in the next few year. Rapid growth of office and electrical machinery exports in the first half of 2000 signals a notable structural change. These exports originate largely from foreign multinationals (MNCs), and their growth indicates that Indonesia is being integrated into the MNC networks that dominate these industries in Southeast Asia.

Indonesia`s Trade and Price Interventions: Pro-Java and Pro-Urban

Nama Pengarang : -

Abstraksi Narasi : In 1987 and 1995 Indonesia`s price and trade policies (intervention regime) increased the income of Java`s urban centres and reduced that of people living in rural Java and the other islands. This happened because the regime protected manufacturing activities, most of them located in Jakarta, Bandung and Surabaya, and taxed primary sector based activities, located outside urban Java. It protected some primary sector based activities directly, but the entire intervention regime, with manufacturing protection included, taxed them. As a result, regions deriving income from primary sector based activities lost. Indonesia`s intervention regime is regressive: it transfers income from poorer to richer regions. This regime and its effects on regional incomes continue. Governments have designed programs to raise the income of Eastern Indonesia, but have ommited the most effective instrument: opening the economy to international competition. A serious attempt to reduce regional income disparities should begin by eliminating barriers to international trade.

Indonesian Monetary Policy During the 1997-98 Crisis: A Monetarist Perspective

Nomor Halaman : 49-64
Abstraksi Narasi : This paper defends the IMF`s strategy of targeting base money (MO) in 1997-98 against the criticism by Grenville (2000) that it was destined to fail because MO is mainly demand determined and the demand for it was increased by a large and unprecditable amount by the banking panic. Grenville contends that Indonesian monetary policy should have aimed at domestic price stability. It is argued here that the growth of MO far exceeded what could be justified by last resort lending to accommodate the banking panic, and that rapid inflantion could only have been avoided by preventing most of the expansion of the public`s cash holding that actually ocurred. Achieving a modest target for domestic inflation would not therefore have been very different in practice from setting tight limits on the growth of MO. In contrast, both these policies would have been very different from the loss of control over MO that actually occured.
