Abstraksi Narasi : This paper uses a sample of 6,620 women from the 1994 Indonesian Demographic and Health Survey to examine the relationship between female education and child mortality in Indonesia. Female education is measured in terms of both years of education and literacy. Both primary education and secondary schooling significantly decrease the probability of child death, while literacy plays an insignificant role. When the sample is divided into urban and rural locations, primary and secondary education are significant in both areasin reducing the likelihood of a mother experiencing child mortality. The benefits of public and private infrastructure appear to differ in rural and urban areas. The results confirm that investment in female human capital lowers the probability of child mortality.

Dollarising Indonesia

Abstraksi Narasi : The rupiah`s record of instability, both recently and over the long term, suggests it is worthwhile to investigate options for radical monetary reform. An option currently receiving attention elsewhere is offocial dollarisation, under which a country ceases to issue a domestic currency and makes a foreign currency its official currency. This paper discusses the costs and benefits of dollarisation in Indonesia, the steps involved in dollarisation, and some economic and political implications of dollarisation.

Assessing Vulnerability to Financial Crisis: Evidence from Indonesia

Nama Pengarang : -
Nama Majalah/Jurnal : Bies: Bulletin of Indonesian Economic Studies

Nomor Halaman : 71-95
Abstraksi Narasi : This paper examines the view that the recent Indonesian crisis was largely unforreseen. The broadest macroeconomic indicators were of virtually no help in presaging the crisis; neither were high-frequency financial indicators. But warnings were there, just below the surface, in some of the macro indicators and in certain structural weaknesses that were long recognised as threats to financial stability. That said, none of these warnings suggested crisis of the magnitude the eventually occurred. The Indonesian experience indicates that macroeconomic stability should never be taken for granted. Signs of vulnerability to financial instability include: the degree of reliance on gross private capital inflows (taking into account maturities and the implications for rollovers); the extent of unhedged foreign exchange positions; and certain indirect indicators, such as policy slippages and key personnel changes. Finally, in a world of volatile capital flows, crisis will tend to occur before standard economic data suggest that crisis is imminent.

Trade Propensities and Foreign Ownership Shares in Indonesian Manufacturing

Nama Pengarang : -
Nama Majalah/Jurnal : Bies: Bulletin of Indonesian Economic Studies
Volume / Nomor Edisi : -
Nomor Halaman : 43-66
Abstraksi Narasi : This paper examines the relationship between trade propensities and foreign ownership shares in Indonesian manufacturing in 1992 and 1994. Foreign plants had relatively high trade propensities, and plants with high foreign ownership shares had the highest export propensities. Differences in import propensities among foreign ownership groups were relatively small. It might be argued that trade propensities determine foreign ownership shares in Indonesia, which historically waives foreign ownership restrictions for firms that export much of their output. However, this paper argues that causation runs from foreign ownership shares to trade propensities, because multinational firms have strong incentives to restrict access by uncontrolled affiliates to their international marketing networks, and because the relationship persists even when the effects of policy distortions are accounted for. Correspondingly, ownership restrictions that discriminate among foreign ownership groups are likely to reduce the exports of foreign multinational affiliates, but to have a much weaker effect on imports.

Survey of Recent Developments

Abstraksi Narasi : There were fears that social conflict on a large scale might break out during the campaign for the eagerly awaited general election on 7 June 1999. This did not eventuate, and financial markets reacted positively. The IMF immediately approved a new loan of $450 million, and the World Bank reiterated its commitment to disburse already approved loans totalling $1.1billion. National accounts data provided signs of recovery, revealing positive growth for the first time since the last quarter of 1997. Inflation has been brought under control. Interest rates have declined significantly, the rupiah has strengthened and become less volatile, and there has been a sharp increase in share prices. On the other hand, export performance has been disappointing, and foreign investment is still on hold. Bank restructuring is now the main focus of economic policy. Bank recapitalisation is under way, with the government contributing most of the capital required in the form of treasury bonds. Its estimate of the outlay needed to make good bank losses and raise capital to an acceptable level is about Rp 406 trillion, though many argue the true cost will be higher. Progress with corporate debt restructuring remains slow. The Indonesian Debt Restructuring Agency (INDRA) and the Jakarta Initiative have yet to record significant results. The government needs to move rapidly to update regulations and tax policies that hamper debt restructuring, to refine bankrupty law, and to boost the effectivenes of the new commercial courts. The experience of countries that have suffered financial crises shows that credit constraints can retard the recovery process. Financial distress cannot be resolved simply by recapitalising the banks, if other factors continue to impede a resumption of lending.

Spatial Patterns of Expenditure Inequalities in Indonesia: 1987, 1990 and 1993

Abstraksi Narasi : This article investigates the contribution of inter-regional disparity to total national inequality in household expenditure, by decomposing national inequality into within- and between-province components. This is done by applying the Theil inequality decomposition technique to household expenditure data from the National Socio-Economic Survey. Whereas interprovincial disparity accounted for 12-14% of total inequality among urban households and 7-8% among rural households, urban-rural disparity accounted for 22-24% of total national inequality. A Kuznets curve drawn accordingto the 1993 Susenas data indicates a peak inequality value of 0.27 (using Theil index T) when the share of urban households reaches 53.2%; this share is much larger than the actual 1993 urbanization level of 32.1%. Further urbanization is therefore likely to raise total inequality, even if other conditions remain stable.

Some Obscurities in Indonesia`s New National Accounts

Nomor Halaman : 91-106
Abstraksi Narasi : Indonesia`s national accounts are subject to regular revisions. Some of these revisions have resulted in different estimates of GDP on both the output and the expenditure side of the economy in overlapping years. Unfortunately, the explanations accompanying the published national accounts make it difficult to understand the exact reasons why this is so. This article explores the possible explanations. It also discusses the consequences of changes to the base year used in the calculation of constant price series. The paper draws attention to several new national accounting initiatives developed at Indonesia`s Central Statistics Agency that underscore the Agency`s advanced professionalism in national accounting. It concludes with a call for greater openness in explaining national accounting procedures.
