Abstraksi Narasi : Periodic burning of the vast Imperata grassland ares of Indonesia is thought to have a number of negative consequences, both on and off site. We assess on-site biophysical and economic consequences by adapting a bioeconomic model to conditions prevalent in the Indonesian uplands. Burning is shown to exacerbate soil degradation both directly through los of soil nutrients and indirectly through erosion. Despite this, it is demonstrated that burning is the most profitable method of Imperata control in an upland `shifting cultivation` system. Changing factor prices may alter this. A 25 % reduction in herbicides prices would make herbicide use more attractive than burning. If off-site costs are considered, Imperata control with herbicide may be preferable to burning. Upland cropping within an Imperata fallow system is marginally profitable under prevailing economic and biophysical, or adoption of more productive farming systems, seems inevitable.

Abstraksi Narasi : This paper is concerned with the question: what motivates australia`s provision of overseas aid to Indonesia? the econometric results on time series data obtained by testing a recipient need and a donor interest model suggest both these concerns are relevant to Australian aid decisons on Indonesia. to determine which model dominates, non-nested tests were conducted; these indicated acceptance of the recipient need model and rejection of the donor interest model. Thus Australia`s aid to Indonesia was found to be determined by recepient need rather than donor interest.

Forecasting Employment Growth in Indonesia

Nama Pengarang : -
Nama Majalah/Jurnal : Bies: Bulletin of Indonesian Economic Studies
Volume / Nomor Edisi : -
Nomor Halaman : 111-119
Abstraksi Narasi : This note discusses the dangers of using the employment-output elasticity to forecast employment creation in Indonesia. It demonstrates the unreability of employment-output elasticity estimate for Indonesia obtained using various methods, and argues thet, in addition to the estimation problems, the elasticity method has inherent weakness that should preclude its use to forecast employment growth in a dynamic world.

Abstraksi Narasi : Since the major deregulation of Indonesian banking in the late 1980s the quality and availability of local banking services has significantly expanded. But controversy continues over the impact of deregulation on the industrial structure of banking in Indonesia. This paper uses micro data to examine the impact of deregulation on the coast and profitability of the state commercial banks in comparison with a benchmark sample of relatively efficient private banks. The sample period covers both the pre- and post-deregulation eras. The study finds that deregulation had a strong impact. At the private banks, large cost reductions have been passed on to customers in the form of narrower intermediation margins. By contrast, margins have barely changed at the state banks. Profitability measured in relation to equity has fallen significantly, especially at state banks. For recent years, the margins are not out of line with available data on international comparators.

Sulawesi`s Cocoa Boom: Lessons of Smallholder Dynamism and A Hands-off Policy

Nama Pengarang : -
Nama Majalah/Jurnal : Bies: Bulletin of Indonesian Economic Studies
Volume / Nomor Edisi : -
Nomor Halaman : 97-121
Abstraksi Narasi : Thr rapid exapansion of cocoa production on the Indonesian island of Sulawesi over the last decade surprised the world, not least because it came mainly from smallholders. The paper examines government policies that have affected the subsector, and identifies issues it faces. The study concludes that the following factors contributed to the expansion: the availability of suitable land; low production costs; a highly competitive marketing system ( a result of the government`s policy of limited intervention); relatively good transport infrastructure; favourable macroeconomic policies; and smallholder entrepreneurship. It is particularly important that Indonesia`s government left cocoa marketing and distribution free of many of the interventions applied to other commodities. Because of the competitive marketing system, the farmgate price of cocoa in Indonesia is very high relative to the export price. Issues thst must be addressed if cocoa is to develop further include product quality, the `adding-up` problem, pest control and VAT.

Indonesia`s Transition to A Net Oil Importing Country: Critical Issues in the Downstream Oil Seector

Nama Pengarang : -
Nama Majalah/Jurnal : Bies: Bulletin of Indonesian Economic Studies
Volume / Nomor Edisi : -
Nomor Halaman : 49-71
Abstraksi Narasi : Given its limited oil reserves and increasing petroleum product consumtion, Indonesia will become a net oil importer in the near future, facing increasing petroleum product imports while continuing to export still available but diminishing crude oil. This paper examines the implications of that prospect for Indonesia`s terms of trade, assessing the future supply and demand balance in the domestic market. The assessment includes a petroleum price forecast vis-a-vis the international market, in which Indonesia imports more valuable products while exporting less valuable crude oils. To meet this challege, the key policy issue in the downstream oil sector is the need to bring private participation into the refining and retailing business, by means of a freer market pricing policy and private access to the domestic market.
