Abstraksi Narasi : Intersectoral input linkages are often used as a criterion for assessing the developmental impact of export-led industrialisation, and for determining export development policy priorities. The authors argue, in the light of recent Indonesian experience, that is closed economy planning tool is fundamentally flawed as a criterion for evaluating policy and performance in an export-oriented growth strategy. For the period 1985 to 1995 we examine the relationship of sectoral input linkages both to the employment impact of Indonesia manufactured exports and to the contribution of these exports to net foreigh exchange earnings. We find that linkages have no significant correlation-and indeed sometimes a negative one-with employment and net export growth.

Regulation of the Indonesian Cement Industry

Nama Pengarang : -
Nama Majalah/Jurnal : Bies: Bulletin of Indonesian Economic Studies
Volume / Nomor Edisi : -
Nomor Halaman : 75-102
Abstraksi Narasi : This paper describes the regulatory arrangements governing the Indonesian cement industry and comments on their economic implications. The setting of regional retail reference princes and the allocation of delivery quotas to supply regional markets have been important elements of the arrangements, with the aim of ensuring continuity of supply to all regions at relatively stable prices. However, in recent years there have been seasonal shortages of cement, with high prices at such times. The paper canvasses the implications of removing the exixting regulations. It is argued that in the absence of an effective competition policy, some direct regulation of the regulatory arrangements are held not to have diminished the challenge of developing a more competitive and contestable incentive environment for thr efficient development of the industry.

Abstraksi Narasi : One of the most significant effects of the trade and regulatory policy reforms introduced in Indonesia since the mid 1980s has been the growth of manufactured exports, particularly labour-intensive manufactures. The growth of these sectors` exports has in turn generated substaintial employment benefits, both directly and through backward linkages. In this paper we estimate the employment effects of the rapid growth in manufactured exports between 1980 and 1990, and compare two subperiods, 1980-85 and 1985-90. In this latter period, employment created by exports of light industries increased dramatically in absolute terms, far exceeding employment created `by primary exports.

Abstraksi Narasi : This paper quantifies Indonesian trade liberalisation betwen 1987 and 1995 as measured by changes in real effective rates of protection (RERP), i.e. effective rates of protection corrected for trade policy-induced changes in wages. The RERP for manufacturing, including oil refining, fell from 27% in 1987 to 11% in 1995; for manufacturing, excluding oil refining, the fall was from 59% to 16%; and for agriculture from 9% to 4%. The standard deviation of RERPs for all tradeable sectors fell from 42 percentage points to 26; and for manufacturing, excluding oil refining, from 102 percentage points to 39.

The Social Welfare Impact of Indonesian Dairy Policies

Abstraksi Narasi : The Indonesian dairy sector remains higly regulated, in spite of trade and investment policy reforms elsewhere in the economy. The regulations, aimed mainly at fostering development of local industry, include an import ratio requirement (BUSEP); import tariffs; an import licensing scheme; and restrictions on investment in milk processing. The paper shows that the current policy mix has resulted in a significant increase in numbers of dairy cattle and dairy farmers, and in fresh milk and end-product output. However, this policy mix imposes costs. The analysis indicates that the economy, and in particular domestic consumers, would gain if dairy trade and investment restrictions were lessened. The gradual movement towards a more deregulated dairy sector is a necessary condition for improved efficiency and a strengthening of Indonesia`s competitive position in the world dairy market.

Abstraksi Narasi : Kretek production has developed from a traditional industry into an important manufacturing sector in terms of value added, employmenmt and government revenue. Kretek firms have outcompeted the large foreign `white` cigarette companies. Originating in the late 19th century, the industrygrew only after World War II. Production rose from 20 billion cigarettes in 1961 to 140 billion in 1993, and employment from 65,500 workers in 1929 to 137,600 in 1993. This succes was confined mainly to the four largest firms; the number of kretek firmsof kretek firms has shrunk from 1,200 in the 1950s to 141 in 1993. The industry is highly concentrated in Central and East Java, but consumption is widespread throughout the archipelago. Government intervention is high, in employment, taxation, pricing and investment policy, in promotion of small-scale firms and through the clove marketing monopoly. Promotion of small-scale enterprises has been unsuccesful in this industry.
