| Abstraksi Narasi | : | The ouster of President Joseph Estrada initiated a new constitutional debate in the Philippines. In view of the fixed term of office, which allows for removal of a malperforming president only by way of an impeachment, political analysts are demanding a shift from the existing presidential to a parliamentary system of government. This article argues that such a shift does not necessarily solve the problems blamed on the 1987 Constitution, such as the rigidities of the presidential term, executive-legislative gridlock, presidential concentration of power, political instability, a weak party system, populism, and patronage. It proposes incremental reforms by amending the 1987 Constitution where needed, without scrapping the presidential system of government. |

| Abstraksi Narasi | : | The China-ASEAN Free Trade Agreement has been hailed as a landmark pact in pushing for freer trade between china and the ASEAN countries. With the establishment of the free trade zone, trade and invesment between the Chinese and ASEAN economies are expected to increase significantly; but while the economic benefits are inexorable, the extent of gains derived from closer integration hinges on the Sino-ASEAN economic relationship, which is both complementary and competitive than complementary, given the similarity in their trade and industrial structures. ASEAN and China are also direct competitors for foreign investment, rather than significant investors in each other`s economies. Despite these challenges, the prospects their economies through deeper integration in the long term. |

| Abstraksi Narasi | : | Although economically highly interdependent, Taiwan and mainland China are nevertheless antagonistic in the political arena. This is because two very different sub-political cultures have germinated in the respectiv lands. For Taiwan, a new cultural identity has emerged, featuring an emphasis on individualism, an embrace of local values, and a growing identification of Taiwan as a political community. This mind-set differs from the collective-minded Chinese way of thinking prevalent on the mainland in which neo-collectivism and nationalism have taken a center seat. The identity crisis that the two have suffered has made their policies less amenable toward each other. |

| Abstraksi Narasi | : | China launched its ambitious urban health-care reform in 1998. This paper takes a closer look at three key areas of the reform: the new health-care insurance scheme, the reorganization of health-care institutions, and the new pharmaceutical distribution system. A critical assessment of the past five years indicates that although the reform has had some success in reducing healthcare costs while improving access, the new system also has some structural problems. The success or failure of the new system will be determined by the ability of the program to collect and mange health-care trust funds, and to provide adequate funding for the large number of elderly beneficiaries covered by the program. |

| Abstraksi Narasi | : | The semi-presidential system in th new state of Timor-Leste has institutionalized a political struggle between the president, Xanana Gusmao, and the prime minister, Mari Alkatiri. This has polarized political alliances and threatens the viability of the new state. This paper explains the ideological divisions and the history of rivalry between these two key political actors. The adoption of Marxism by Fretilin in 1977 led to Gusmao`s repudiation of the party in the 1980s and his decision to remove Falintil, the guerrilla movement, from Fretilin control. The power struggle between the two leaders is then examined in the transition to independence. This includes an account of the politicization of the defense and police forces and attempts by Minister of Internal Administration Rogerio Lobato to Use disaffected Falintil veterans as a counterforce to the Gusmao loyalists in the army. The December 4, 2002, Dili riots are explained in the context of this political struggle. |

| Abstraksi Narasi | : | This paper identifies common problems and solutions South Korean firms experience in engaging with North Korean entities. Korean government and commercial entities on both sides of the 38th parallel are guilty of engaging in economic policies and exchange that do not promote North Korea`s productive and responsibl introduction into world trade circles. U.S. and South Korean investment now that encourages North Korea to play by the rules of capitalist market exchange will pay off in inexpensive security guarantees much later down the road. |

| Abstraksi Narasi | : | This paper asks why it was much easier for Japan to dispatch its military overseas after 9-11 than it had been during the 1990 Gulf crisis, when similar plans failed due to overwhelming opposition. while several factors in Japanese domestic politics, including the astronomical popularity and hawkishness of Prime Minister Koizumi, played an important role, a significant reduction in Asian reduction in Asian gaiatsu resulted from Japan`s decade-long effort to build up a reassuring track record of benign overseas deployments for non-combat missions. while Japan must continue to pursue historical reassurance regarding its Pacific war role, the demonstration effect of continued benign overseas deployments is likely to be of greater importance for encouraging Asian acceptance of a larger Japanese military role. |

| Abstraksi Narasi | : | Although democratization in Thailand is often seen as an illustration of modernization theory, the extent of middle class support for democracy is actually unclear. The greatest advance for Thai democrasy in the 1990s was the passage of the 1997 Constitution, more closely linked to economic globalization than modernization. |

| Abstraksi Narasi | : | Vietnam underwent important changes in 2002. Most notably, the state and Party showed signs of increasing awareness of performance legitimacy as a basis for ongoing political legitimacy. Responses included public statements in favor of the private sector, a reshuffling of cabinet positions, as well as stepped-up efforts to end corruption. A series of events this year, ranging from the country`s first trade war to tensions with its important trade partner, Japan, also made clear the growing importance of international political economic factors in shaping domestic politics. All in all, the year has been a successful one for Vietnam. |
