| Abstrak | : | Transfer in science and technology through educational institution is a strategic and proportional approach. There are two criteria in the transfer of science and technology should be taken into account, first is the quantity and second is the quality. Both include liability, sophistication of the science and technology to be transfered. They also can only be reflected by qualified people and developed human resource, or skilled people. In the process of transfers, then such persons are very important. Consequently, the gaps in the education management should be attacked through structural agenda and constructive programs. |

| Abstrak | : | Theoretically there are at least three variables of main instruction: 1) condition of learning consisting of objectives, barriers and characteristics of subject matter and student; 2) methods consisting of strategy of material organization (macro and micro), content delivery, and instruction management; 3) instructional performance including the effectiveness, efficiency and attractiveness of instruction. The instructional design development stages are (1) analysis of objective and subject matter characteristics; (2) Learning resources; (3) Student characteristics; (4) objectives and content of instruction; (5) strategy of content's organization; (6) content delivery; (7) instruction management; (8) development of evaluation procedure of instructional performance. Student characteristics should be the base of selection and development of optimum instructional strategy as it is to succeed the implementation of the developed theory and principle of instruction. Relating with the moral degradation of youth, it's necessary to develop optimum moral instruction strategy. In this case the instructional developer should consider student characterictics and moral development. There are six stages of moral development: (1) reward and punishment orientation; (2) Instrumental orientation; (3) harmony orientation or good boy-nice girl; (4) ordered society; (5) contract social; (6) universal ethic. The information of student moral stages is important as it is the base of instructional program development and instructional media production. |

| Abstrak | : | It was not less than three decades Indonesian politic education including democracy actually was deadly trapped in the improper governed policies. It was conducted just as tools to hold and strengthen the legitimating and continuing the governing of the regime. The development oftelevision broadcast in Indonesia provides opportunities to do education of democracy through various television programs. Meanwhile the fall of the New Order regime followed with the reformation movement in all sectors of life let many television programs on democracy and democratization either in values, concepts or practices (democracy in action) develop rapidly. To get to know the trends and interests of secondary high school and university students on education of democracy, a comprehensive study conducted on September-December 2000. The location of respondents spread over six selected provinces. Moreover, it covered fifty respondents in each of secondary high school and university. The findings either values, concept, data or practices (democracy in action) as well involve either positive or negative appreciation focus on the kind of format, people involved, and other related with democracy television programs. The findings are indeed to provide very practical benefits for Pustekkom in the development of her television programs. |

| Abstrak | : | Since the medium of 1997 Indonesia is facing multi-dimensional crisis. Reformation movement which led by the university students has born. It demands total reformation for all over life sectors. Education sector is the essential social notion needed to be reformed. National Education System namely Government Regulation No. 2, 1989 and many practices of education have been criticized very sharply among others that the National Curriculum 1994 should be revised totally, Ethic education is questioned for vanishing from school education. The practice of Civics lesson in the school should be revised into rewards and punishments as it was used to be a political vehicle by the Suharto 's Regime for nearly three decades rather than for educational purposes. Meanwhile Human Rights should be introduced in the school system since the early year of schooling. In accordance to the data and information needed due to basic materials for ethics, civics and Human Right education and for policies decision makers, a study on practice of ethic, civics and Human Right in the classroom should be conducted.The clientels of the study are teachers of Primary School, like Ibu Dewi, one ofthe teachers from Cianjur, West Java, got basic orientation on Ethics and Human Rights through a workshop conducted by Research and Development Office, Ministry of National Education a month before the study.And the Primary School where Ibu Dewi teaches is one of the schools which implement student active learning method. |
