| Abstrak | : | Perdagangan bebas yang merupakan perwujudan dari globalisasi, secara konseptual dimaksudkan untuk mempercepat pertumbuhan ekonomi pada negara-negara berkembang. Hal tersebut dilandasi pada keyakinan bahwa pertumbuhan ekonomi pada negara berkembang akan bisa dipercepat dengan pendayagunaan teknologi komunikasi dan informasi (TKI) secara global sehingga memberikan keleluasaan untuk mengakses informasi. Dengan penguasaan informasi diharapkan akan mendorong terciptanya pengambilan kebijakan dalam bidang ekonomi yang cepat dan akurat. Namun kenyataan menunjukkan bahwa penguasaan sumbersumber informasi yang diakibatkan penguasaan TKI negara maju jauh lebih cepat, sehingga negara-negara berkembang semakin jauh tertinggal. Hal itu berakibat pula menjadi semakin lebar kesenjangan penguasaan TKI (kesenjangan digital) antara negara maju dan berkembang. Di sisi lain kelambatan dan rendahnya penguasaan TKI tersebut menunjukkan akan rendahnya kualitas sumberdaya manusia. Merupakan tugas Depdiknas untuk menjawab tantangan tersebut, karena selain dalam hal penguasaan TKI, yang tak kalah pentingnya ialah kesiapan SDM Indonesia yang memiliki daya saing dalam era perdagangan bebas. Menghadapi tantangan itu Depdiknas telah mengambil kebijakan yang cukup penting bagi peningkatan kualitas SDM, yaitu dengan menyiapkan SDM yang memiliki kemampuan dalam bidang TKI dan mendayagunakan TKI untuk keperluan pembelajaran. |

In fact, decision making in this area is going more difficult all the time, with proliferation of new technologies (which provide more interactivity between material and learners) and new initiatives in teaching. The appropriate use and selection of technology depends very much on local environment: contextual all-important. Even between within in a single institution different decision will be required between areas of teaching, dependent on the needs of target group and teaching requirement of a course. Decision-making about technology in open and distance learning is complex process, requiring a great number of factors. It s also personal choice, driven as much as values and beliefs as by technical consideration An intuitive decision can be take but should be based on a very careful analysis of the situation. |
